Message vacuum. If it operated solely on manifold vacuum, it would have to stay open in an idle vacuum state, which wouldn't work since our cars use a mass-airflow metering system.

The manifold is ideally under the same vacuum/pressure in any region - it doesn't really matter if you hook up the BOVs to the OEM location, or drill your own holes and fit hosebarbs in any other location - it will still get the same manifold vacuum/pressure regardless of position.

What causes the BOV to open is the combination of the manifold vacuum AND the pressurized air in the piping that pushes the valve open. This is why at idle, the BOV will actually be sealed up. It takes a little bit of positive pressure to "push" the valve open.
